PURSUIT OF A SUSTAINABLE PRIVATE LATERAL PROGRAM
Doug Cote

Private laterals are significant contributors of I/I to the sanitary sewer system. In the MAWSS service area, property owners are primarily responsible for the condition of the lateral from the property line to the building.

With consideration to lessons of the past, MAWSS is implementing a new private lateral program with the following objectives:
1) Achieve replacement or repair of the private lateral so that
it is not an I/I source;
2) Provide property owners with competitive pricing for lateral
replacement;
3) Provide property owners who are also the resident of the
property with financing, if needed;
4) Minimize MAWSS administrative cost;
5) Give customer total control of the contractor;
6) Identify penalties for non-compliance; and
7) Address the implications of customers who are tenants and
not property owners.

The objectives shown above form the framework of the MAWSS private lateral program.

The presentation will discuss in detail how each objective is being met.
